Information on the structure and competences of the Directorate General of the Public Service

The Directorate-General for the Civil Service is the governing body attached to the State Secretary for the Civil Service responsible for the proposal and implementation of the Government ' s policy on the civil service and public employment.

What we do

It is responsible, among others, for the following competences: the promotion of the basic regulations of the public service, the legal regime of public employment in the General Administration of the State, the elaboration and monitoring of public employment offers, the authorization and management of administrative career processes and international relations and with other Spanish public administrations competent in the field of public employment and with trade union organizations (social dialogue).

Mission and vision

The mission is to manage the legal framework of the public service and to coordinate and implement personnel management policies and practices to improve the delivery of public services to citizens.

The vision is to be a center of reference in the design impulse and management of people management policies, leading the process of continuous improvement of the public function.

Structure

By Decree 986/2025, of October 28, the Director General of the Public Service was appointed María Hilda Jiménez Núñez.

Royal Decree 210/2024, of 27 February, establishing the basic organizational structure of the Ministry for Digital Transformation and the Civil Service, determines that the following bodies are under the authority of the General Directorate of the Civil Service:
