The State Secretariat for Telecommunications and Digital Infrastructures (SETELECO) collects annually detailed information on the broadband coverage provided by the different operators existing in Spain, in application of the provisions of article 2 of Royal Decree 462/2015, of 5 June, which regulates instruments and procedures of coordination between different Public Administrations in the field of public aid aimed at promoting the information society through the promotion of the offer and availability of broadband networks, through the procedure provided in article 9.1 of Law 11/2022, of 28 June, General Telecommunications.
Thus, information is collected on the coverage of broadband networks, at the 14-digit cadastral reference level or assimilated in the foral territories, for fixed networks, and, in raster format, for mobile networks. With the methodology developed by the Secretary of State for Telecommunications and Digital Infrastructures, the joint coverage provided by all operators in relation to each technological platform is obtained, as well as the joint coverage by speed, provided by all operators and technologies, for any territorial area. Since 2022, additionally, the information of speeds under conditions of maximum demand is collected, which is defined as the speed in the conditions in which the network would operate at the moment when the load of the network reaches its maximum (20% of the users connected simultaneously).
Los broadband coverage reports in Spain They provide a detailed description of the situation of aggregate bandwidth coverage at a given date, based on data collected from telecommunications operators, by technologies and speeds of fixed and mobile broadband networks, at regional, provincial and municipal levels.
SETELECO also publishes on its portal a platform of interactive maps with the coverage situation, as of June 30, 2024. They are provided broadband aggregated coverage maps and dashboards that allow comparative assessments of different technologies and speeds from the national level to the municipality level. In addition, they are published maps with information on fixed and mobile broadband services Available by technology in each given location, allowing citizens to support their choice of service provider.
