EUPAN network
The Directorate-General participates in the Innovative Public Services (IPSG) group of the European Public Administration Network (EUPAN), which is an informal network of Directors General of Public Administrations from all EU member countries, the European Commission and observer countries, for cooperation and exchange of knowledge in various areas of public administration.
It is organised at three levels:
- Political: Ministers and commissioners responsible for Public Administration
- Address: Directors-General
- Technical: Working Groups
It is structured into two working groups:
- Human Resources Group (HRWGs)
- Innovative Public Services Group. This has a sub-working group called the CAF Expert Group.
IPSG Group
The mission of the Innovative Public Services Group (IPSG) is to contribute to the quality and efficiency of European public services, developing tools and sharing good practices among Member States. Its main objective is to introduce quality management and customer orientation in the Public Administration.
Its main products are:
- Organise the Quality Conferences in Public Administrations in the EU.
- Development of the Common Evaluation Framework.
Ibero-American networks
The Directorate-General for Citizenship and Open Governance relates, among others, in the field of Quality, to the following institutions:
- the Latin American Centre for Administration for Development (CLAD), actively participating in its Annual Congresses on State and Public Administration Reform and in the elaboration and development of the Ibero-American Charter on Quality in Public Management, adopted at the Ibero-American Meeting of Ministers of Public Administration held in San Salvador in June 2008.

- the Ibero-American Foundation for Quality Management (FUNDIBEQ), participating in its Conventions and in the process of managing the Ibero-American Prize for Quality, whose purpose is to recognize those public institutions that make an effort in the implementation of quality practices in their internal processes.

Obervatorio for Public Sector Innovation (OPSI)
Since the creation of the Task Force for the development of the OPSI, in 2011, the Secretariat of State for Civil Service has been involved in the project to boost the OECD Public Sector Innovation Observatory, through the participation of officials from its field as national contact points. Currently, the Spanish national contact point is the Head of Quality Area of the General Sub-directorate of the General Inspectorate of Services of the General Administration of the State. In particular, the Observatory’s aim is to provide solutions for public managers seeking ideas to reduce costs in public service provision, to improve services without increasing costs, or, for example, to launch successful projects already in place in other Member States.
The methodology consists of collecting innovative initiatives and offering them in an online database. Spain has in mind in the OPSI a number of innovation experiences from the state, regional and local level, such as the re-use of information from the public sector or the data intermediation platform.
