Access to the status of career civil servants and permanent staff is implemented through selective processes of opposition or of contest-opposition, which are governed by the principles of equality, merit and ability:
- The opposition consists of the passing of different tests or elimination tests, depending on the body to which it is intended to access.
- In the contest-opposition there is a phase of opposition, and a phase of contest, in which value the merits of the participants in the process, such as their professional experience, seniority in the Administration, academic degrees, training, etc.
Generally speaking, the requirements to participate in the selection processes of civil servants and permanent staff are as follows:
