Publications

The dissemination of official publications is key to strengthening institutional transparency, facilitating open access to the knowledge generated by public administration and fostering a culture of continuous improvement in the formulation and evaluation of public policies. Ensuring that these contents are available in accessible formats and suitable digital spaces allows for effective and sustainable consultation over time.

In this context, the Technical General Secretariat of the Ministry for Digital Transformation and the Civil Service is responsible for preparing the Department ' s editorial programme and coordinating, together with the agencies involved, the publication, distribution and sale of official publications.

Finally, in line with the principles of organizational efficiency and responsible use of public resources established in the General Plan of Official Publications (PGP), publications are disseminated primarily in digital format, promoting an editorial communication oriented to the benefit of citizens and social and economic agents.

Online shopping in Spain 2024

The number of people who buy online reaches 30 million in Spain for the first time in 2023. E-commerce is more widespread among middle-aged people with a high level of education and income. The smart mobile phone remains the most used instrument for searching for information and shopping on the Internet. The credit or debit card is the most commonly used payment method.

This Budget Report is framed within the “Actions in relation to planning in the field of digital administration” described in Chapter IV of the new Royal Decree of ICT Governance, and establishes that: “The Agency will monitor the state of implementation of the ICT budgets of the General Administration of the State and its public agencies and entities of public law linked or dependent in accordance with the provisions of Royal Decree 51/2024, of January 16, which approves the Annual Program 2024 of the National Statistical Plan 2021-2024 as well as ICT expenses.”

Adaptation to Easy Reading of Royal Decree 203/2021, of March 30, which approves the Regulation of action and operation of the public sector by electronic means.

Electronic record of apoderamiento apodera

Article 6 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, establishes that the General Administration of the State, the Autonomous Communities and the Local Entities will have a general electronic register of authorizations, in which must be registered, at least, the authorizations of a general nature granted “apud acta”, face-to-face or electronically, by those who have the status of interested in an administrative procedure in favor of a representative, to act on their behalf before the Administrations.

Article 16 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, establishes that each Public Administration will have a General Electronic Registry in which the corresponding entry will be made of any document that is presented or received in any administrative body, public agency or entity linked or dependent to them. The output of official documents addressed to other bodies or individuals may also be noted.

Monitoring of compensation of administrative burdens, year 2023, One in - One out

The strengthening of competitiveness, its internationalisation and the innovative capacity of the economy requires an efficient regulatory framework and a reduction in unnecessary administrative burdens.

Service of Assistance by Authorized Official HABILITA

Article 12.2 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, establishes in the second paragraph that if the interested persons do not have the necessary electronic means, their identification or electronic signature in the administrative procedure may be validly carried out by the official personnel through the use of the electronic signature system that is equipped for it. The persons concerned must identify themselves with the official staff and express their consent for this action.

Annual report of the ICT sector, media and audiovisual services in Spain 2020

The National Observatory of Telecommunications and the Information Society (ONTSI) has prepared the 2020 edition of the annual report of the ICT sector, media and audiovisual services. The report shows the main structural characteristics of the sector, its development in 2019 and its evolution in the last 6 years. To do this, it analyzes various key indicators such as the number of companies that compose it, the turnover and the employment generated, as well as the investments made.

La Digital Agenda for Spain, has a leading role within the set of measures and reforms implemented by the Government of Spain, in order to recover the productivity and competitiveness of the Spanish economy, and improve the daily life of citizens, companies and administrations. Within the framework of the Digital Agenda for Spain, the initiative has been carried out “Training for Excellence” of which the present is part White Paper on Qualifications in the Digital Economy Sector.

Analysis of the economic impact of the telecommunications and audiovisual content sectors

The General Directorate of Telecommunications and Audiovisual Services Management - DGTOSCA (State Secretariat for Telecommunications and Digital Infrastructures of the Ministry of Economic Affairs and Digital Transformation) considers the need to have a quantitative knowledge on the sectors of Telecommunications and Audiovisual Content.

Business situation in the telecommunications and audiovisual content sectors

Within the scope of the advisory function assigned to it by Law 4/2014 of 1 April, the Chamber of Commerce of Spain has been regularly analysing the most relevant issues for the competitiveness of the Spanish productive fabric, as a basis on which to specify normative proposals and lines of action.
