The 5G National Plan was born with the aim of placing Spain among the most advanced countries in the development of this new technology. In this way, when 5G reaches its technological and commercial maturity, Spain will be ready to take full advantage of the opportunities of this new technological paradigm.

Unlike the replacement of the 3G technology standard with 4G, the implementation of 5G will have an impact beyond a mere technological change in mobile phone networks. There is a widespread expectation that 5G will have a transversal effect on the economy and society as a whole. The new mobile communications networks and infrastructure will provide the foundation for an unprecedented increase in the number of connected devices, data transfer volumes and real-time remote management capabilities. All this will be considered fundamental for the development of digital transformation.
The measures that will be carried out within the National 5G Plan have been structured in the following axes of action:
- Management and planning of the radio spectrum, to ensure the timely availability of the different frequency bands necessary for the provision of communication services over 5G networks.

- Boost to 5G technology: Network pilots and services to experiment with the new technology, and R&D&I activities that facilitate the creation of a Spanish core for the provision of services, content, applications and 5G platforms.

- Regulatory aspects that provide the necessary legal security to encourage and facilitate the investments necessary for the deployment of 5G infrastructures and technologies.
A Technical Office of the National 5G Plan has been created to coordinate the Plan, within the General Directorate of Telecommunications and Information Technologies of the Secretary of State for the Information Society and the Digital Agenda (SESIAD).
The contributions and conclusions of the National 5G Plan have been taken into account in the elaboration of the National 5G Plan. public consultation This was done in June 2017.
