National Telephone Numbering Plan
This Plan, which is approved by Royal Decree 2296/2004, of 10 December, is an adaptation to the new legal framework of the numbering plan that entered into force in Spain on 4 April 1998. It refers exclusively to phone numbers and is defined as a plan closed to 9 digits, which means that calling users should always dial the 9 digits of the full number, regardless of where they are located. For this reason, abbreviated local markings are not possible, as was the case years ago. The Plan allocates the indicators to the different Spanish provinces and attributes ranges of numbers to the services (for example, mobile services have the numbers starting with figures 6 and 7, while the provincial indicators begin with figures 9 and 8).
Since some of the public numbering resources remain unallocated or unallocated, the Plan is configured as a flexible system that allows the opening of new ranks by the Secretary of State for Telecommunications and Digital Infrastructures according to the needs existing at any given time. For its part, the National Commission of Markets and Competition assigns the numbers of the Plan to the operators following the procedure established in Chapter V of Title IV of the Regulation on electronic communications markets, access to networks and numbering, approved by Royal Decree 2296/2004, of 10 December.
The attributions and awards of the Plan are updated through the corresponding resolutions of the Secretary of State for Telecommunications and Digital Infrastructures, according to the needs of use of public numbering resources.
