The public aid of the New Generation Broadband Extension Program (PEBA-NGA) was intended to support the investment effort of private operators, with the aim of extending the deployment of very high-speed broadband networks (more than 100 Mbps) to the most rural and sparsely populated areas, where there was a market failure. This programme was a key instrument for bridging the geographical digital divide, addressing the demographic challenge and building a more inclusive society.
From 2013 to 2019 the aid was directed exclusively to the areas that lacked NGA coverage and plans for its endowment within 3 years (NGA white areas). The 2020 and 2021 calls also included areas with poor NGA coverage, understood as that provided or predicted by a single operator (NGA grey areas) at speeds below 100 Mbps and increased the speed of the new networks to 300 symmetric Mbps, scalable to 1 Gbps.
Results of the PEBA-NGA in the period 2013 – 2021
Through the PEBA-NGA, when all the projects are completed with aid granted, 798 projects from more than 100 telecommunications operators will have been subsidized, with investments of 1.123 billion euros, of which 621 million euros correspond to public aid, coming in 80% from the European Regional Development Fund (ERDF). With this, it will have provided very high-speed broadband coverage, with fiber optic networks up to home (FTTH) to 6.3 million real estate units in more than 20,000 unique entities of population distributed throughout the Spanish geography, which represents more than 20% of the existing ones and a contribution greater than 50% of the increase in FTTH coverage experienced in that period.
