The equipment that is marketed in Spain must comply with the provisions of the National Frequency Allocation Table and on the radio interfaces approved by regulations.
The manufacturer must verify whether the equipment has usage restrictions. This is all that limits the use by the end consumer in any Member State of the European Union. For example: Need to have an enabling title or even impossibility of use in any country.
If there are restrictions on putting into service or requirements relating to the authorisation of use by the administration:
It must be clearly indicated on the packaging.
Identifying the states and/or geographical areas of the states in which the restriction is applied, with the following pictogram, according to the Implementing Regulation (EU) 2017/1354.

The details of the restrictions must be indicated in the instructions.
The manufacturer can rely on the EFIS tool, of the European Communications Office, for the study of restrictions in the different Member States.
