Space Services
Radio spectrum and orbital positions are scarce resources that must be planned and managed in order to avoid interference. The international nature of space services requires that this coordination takes place under an international legal framework administered by the ITU (International Telecommunication Union). Operators must channel their requests to initiate the international coordination procedure and subsequent registration in the ITU Register (ensuring international recognition) through Member States.
On the other hand, in addition to having the ortho-spectrum resources, to operate the satellite it is necessary to have at the national level an enabling title for the use of frequencies to communicate with said satellite, both in the Earth-space and space-Earth sense.
The State Secretariat for Telecommunications and Digital Infrastructure and, more specifically, the Sub-Directorate General for Radio Spectrum Planning and Management, is the competent body to process the ortho-spectrum resources before the ITU and issue the corresponding enabling titles.
