Interpretation Guide of the EFQM Model of Excellence 2010 for Public Administrations

This edition of the Guide is an interpretation of the EFQM Model of Excellence 2010 to Public Administrations and is basically aimed at providing the tools and methodological guidelines for conducting a self-assessment of the quality of management and the results of public organizations through the application of that Model. However, it is also useful for the external evaluation of the organizations participating in the existing recognition programmes (certificates of excellence and prizes) and as guidance for the preparation of the memoirs of these organizations.

The Guide is a co-edition AEVAL-BOE, and has been prepared by a Working Group of the Forum of Public Administrations of the Club of Excellence in Management via Innovation, coordinated by the Department of Quality of Services of AEVAL, and in which, in addition, representatives appointed by the General Treasury of Social Security, the

This publication is structured throughout a set of paragraphs that include, in addition to a presentation and an introduction, the Fundamental Concepts of Excellence, the criteria and sub-criteria of the model, as well as the elements to be considered, adapted to the administrative context, the REDER Logic, and the guidelines for conducting a self-evaluation, containing practical questions about its implementation in a public organization. Finally, a glossary and two annexes are included. The first of them offers organizations interested in applying the EFQM Model for their self-evaluation the adaptation of the Excellence Profile® Self-Assessment Questionnaire V.6.0 while the second of them collects the Bibliography used for the elaboration of the Guide.
