The General Directorate of Public Governance promotes transparency plans and programs, including the attention and information to citizens in this matter and the management of the Transparency Portal of the General State Administration, as well as support in the coordination of the Information Units of the General State Administration.

Portal of Transparency
The Transparency Portal is created pursuant to article 10 of the Transparency, Access to Public Information and Good Governance Act.
This portal publishes information on administrative organizations, issues of integrity, open government and citizen participation, as well as the information that the Transparency Law requires to make public. In addition, the portal allows citizens to request access to information that is not available on it.

Proactive Disclosure
Proactive Disclosure is the information that the Transparency Law obliges to publish to the Public Administrations. It is organized into 6 subjects:
- Organization and public employment
- Senior Officials
- Planning and statistics
- Regulations and other provisions
- Contracts, agreements and subsidies
- Economic-budgetary information
And in 3 categories according to Law 19/2013:
- Institutional, organizational and planning information
- Information of legal relevance
- Economic-budgetary and statistical information

Right of Access
It is the right to access public information as stated in Article 105(b) of the Constitution.
What is Public Information? : The contents or documents, whatever their medium or format, that are in the hands of the administration and that have been prepared or acquired in the exercise of their functions.

Public integrity, according to the Organisation for Economic Cooperation and Development (OECD), refers to the adoption of common ethical values and the acceptance of principles and rules that protect and prioritise the public interest over private interests.
