Universal Service
The universal service is the defined set of services whose provision is guaranteed for all consumers regardless of their geographical location, in conditions of technological neutrality, with a certain quality and at an affordable price.
The services included in Law 11/2022, of June 28, on Telecommunications, as part of the universal service are:
- Connection to the public electronic communications network from a fixed location with broadband capacity at a minimum rate of 10 Mbit per second downstream.
- Voice communications services over an underlying connection at a fixed location.
The operator designated to guarantee the provision of the connection supply to the fixed network with broadband capacity of 10 Mbit per second downstream and the provision of the voice communication service available to the public from a fixed location, until January 1, 2025, is Telefónica de España S.A.U., which operates under the trade name of Movistar.
The control and monitoring of universal service obligations is the responsibility of the Ministry for Digital Transformation and Public Service.
User complaints that could not be resolved directly with the designated operator can be addressed to the Telecommunications User Support Office.
The net cost and its financing is determined by the National Commission of Markets and Competition (CNMC).
