Control of the use of the public radio domain
By virtue of the provisions of the General Law of Telecommunicationsthe radio spectrum is a property in the public domain, which is owned and administered by the State. The administration of this public radio domain is carried out in accordance with the need to ensure an effective and efficient use of the frequency spectrum, in accordance with the provisions of the Regulation on the use of the public radio domain (RUER), and in the international treaties and agreements signed by Spain, as well as in the regulations applicable in the European Union (EU) and in the resolutions and recommendations of the International Telecommunication Union (ITU) and other international bodies.
The administration of the public radio domain includes the following control actions:
- Technical recognition of the facilities prior to the authorisation for placing in service (APS) of radio stations.
- Measurement of the exposure levels radioelectric (NER) and verification that they are below the maximum permitted limits.
- Technical verification of radio emissions (CTER) and their adaptation to the rights of use granted and the authorized technical parameters of use.
- Detection, localization and elimination of harmful interference, infractions, irregularities and disturbances to radio communications systems.
- Verification of the effective and efficient use of the public radio domain by the holders of usage rights.
- Technical control and inspection of telecommunication facilities, and of radio equipment and apparatus.
El public radio domain (frequency spectrum) is a resource limited and shared by the different radio services. Some of these services are associated with the security of human lives, such as aeronautical radionavigation, civil protection or emergency services.
The demand for the use of the radio spectrum increases day by day, motivated mainly by the increase in personal communications based on mobility. This entails the need to carry out a radio spectrum control in order to detect possible irregularities or improper uses, and to eliminate harmful interference.
Radio Emissions Technical Testing Network (CTER Network)
The Ministry has a network of radio technical testing stations (CTER Network) distributed throughout the national territory. The CTER Network consists of fixed and mobile stations, and portable equipment. All the stations of the CTER Network are interconnected with ADSL connections or by means of microwave radio links.
The purpose of all these signal receiving stations is to control the radio spectrum, being able to program the tasks to perform the monitoring and location of radio emissions from distant locations.
The programming of the tasks and the obtaining of the results is carried out from the control stations located at the headquarters of the Provincial Chiefs of Telecommunications Inspection, which remotely operate remote stations, usually installed in elevated locations or in locations with a high concentration of radiocommunication services. In addition, the network of fixed stations is complemented by mobile stations, which are installed in instrumented vehicles, and with portable equipment.
In addition, CTER Network stations operating in the short-wave (HF) frequency band are also connected to an international network as part of a radio spectrum control resource sharing agreement established within the framework of the European Conference of Postal and Telecommunications Administrations (CEPT).
