Technical qualification
Article 2.1 of the Regulation specifies that the applicant (or his legal representative) must be considered a competent professional, it being understood that:
If the applicant company is a natural person:
You will be considered a competent professional if you are in one of the following situations:
- Have a university degree or professional training whose curriculum contains the subjects of the activity of installation or maintenance of telecommunication equipment or systems.
- Have a certificate of professionalism that accredits professional competences included in the National Catalogue of Professional Qualifications related to the activity of installation or maintenance of telecommunication equipment or systems.
- To have recognized a professional competence acquired by work experience or through non-formal training channels, in accordance with the provisions of Royal Decree 659/2023, of 18 July, recognizing professional competences acquired by work experience, in matters pertaining to the activity of installation or maintenance of telecommunication equipment or systems.

If the applicant company is a legal person:
It will be understood that it has the consideration of a competent professional when this consideration has one of the owners of the company with a participation equal to or greater than 20% of the share capital, or a member of the staff with an effective minimum dedication of four hours a day or twenty hours a week.
Consequently, if the company does not have a competent professional on staff, it must contract it before applying for registration in the Registry. It should be noted that the dismissal from the company of the competent graduate who has been declared is considered a modification of the registration, that it is necessary to notify the Secretary of State for Telecommunications and Digital Infrastructures within one month, and that its non-substitution by another graduate will cause the cancellation of the registration, without prejudice to other legal consequences that may arise from it.

Declaration of being aware of their tax obligations
The legal representative of the company must declare that it is aware of the tax obligations. The verification of the lack of veracity of this statement may lead to the refusal of registration.
Payment of fees
All the declarations responsible for the registration must be accompanied by proof of having paid the corresponding fees for its processing.
The form for the payment of the same is available in all the Provincial Telecommunications Inspection Headquarters or the payment can be made electronically.
