In the Council of Europe, the Subdirectorate General for the Management of Audiovisual Communication Services represents Spain in the Council of Europe, specifically in the Media and Information Society Steering Committee (CDMSI). The CDMSI is the main body of the Council of Europe dealing with mass media policy, the objectives of which are set at the European Ministerial Conferences held periodically. The work of the CDMSI is embodied in Declarations, Recommendations and Resolutions that lack binding force, but morally commit the member states to adapt their legislation to the approved guidelines in order to harmonize their social and legal practices.

Created in 1992, the European Audiovisual Observatory is a unique centre for collecting and disseminating information on the audiovisual industry in Europe.

The Observatory provides information on the different audiovisual markets in Europe and the financing thereof. It is also responsible for analysing and preparing reports on the different legal regulations affecting the European audiovisual industry.

The Observatory manages MAVISE, a freely accessible database on linear television audiovisual communication services and services on request in 41 European countries and Morocco.

Article 33ter of Directive 2018/1808 of 14 November formally established the European Regulators Group for Audiovisual Communication Services (ERGA). The ERGA is composed of representatives of national regulatory authorities or bodies in the field of audiovisual media services who have the primary responsibility for the supervision of audiovisual media services.

The tasks of the ERGA shall be:

(a) provide technical advice to the Commission in its task of ensuring the consistent application of the Directive in all Member States, and in matters relating to audiovisual media services within its competence;

(b) exchange experiences and best practices on the implementation of the regulatory framework for audiovisual media services;

(c) cooperate and provide its members with the information necessary for the implementation of this Directive;

d) issue reports, at the request of the Commission, on the technical and factual aspects of the Audiovisual Directive

EPRA is an independent international platform formed by European Regulatory Authorities in audiovisual matters. It is made up of countries inside and outside the European Union. It aims to regulate the sector transnationally, overcoming borders and making the various regulations existing in each country compatible.

It is an independent organization that is constituted as a forum for discussion and exchange of information. On the other hand, EPRA has the vocation of becoming a reference when it comes to solving problems on the interpretation of the rules of the audiovisual sector and, in this way, achieving the harmonization of all actions related to the subject.

EPRA is made up of 49 institutions from 41 European countries. Each country can have three representatives at most. Spain is represented by the National Commission of Markets and Competition, the Audiovisual Council of Catalonia and the Audiovisual Council of Andalusia.
