Ground segment
This section informs about the procedure to be followed for the application of rights of private use of the public radio domain for its exploitation in electronic communications networks using satellites.
The procedure for the granting of these rights is regulated in the Law 11/2022, of June 28, General of Telecommunications and in Articles 30 and later of the Regulation on the use of the public radio domain, approved by the Royal Decree 123/2017, of 24 February.
Requests
All applications for qualifying degrees must be made electronically at the headquarters of the Ministry, being necessary for this to have a recognized electronic certificate. The form to apply for titles enabling the private use of the public radio domain for the operation of networks using satellites is in the tab “Space Services” of the electronic headquarters. In the section “Access to the procedure” The link must be selected “Request for new Space Services Networks (ground segment)”. Applications must be accompanied by the following documentation:
Administrative documentation (Rule 31 of the Rules of Procedure):
- Accreditation of representation through public deed, power of attorney, or application made with certificate of natural person with representation of legal person. In addition, if the applicant was one foreign natural or legal person, must accredit a tax identification number issued by the Spanish State Tax Administration Agency (which must be reflected in the “holder” field in the application) and indicate a notification address in Spanish territory by designating a representative.
- Proof of payment of the telecommunications fee by the procedure for granting demanial or authorisation for private use or general authorisation for the special use of the public radio domain (Model 790).
- In the case of administrative concession:
- Certification of being enrolled in the Registry of Operators
- Responsible declaration the applicant is not involved in any of the prohibitions from hiring.
- Declaration of foreign persons to submit to the jurisdiction of the Spanish courts and tribunals, in accordance with Article 31.7 of the Rules of Procedure.
- Documento que acredite fehacientemente que el solicitante dispone o está en condiciones de obtener la corresponding spatial segment capacity, provided by the holder of the satellite infrastructure.
- Accreditation, in the event that the ownership of the space station corresponds to a foreign Administration, that:
- La space station is registered in the International Register of frequencies of ITU (indicating the number and date of publication of the BRIFIC Circular in which it was entered in the Register, as well as the name and identification number of that space station).
- It exists Reciprocity for Spanish companies in the country that has notified the space station.
In addition, the application must be accompanied by the corresponding technical project signed by a competent technician, including appropriate form duly completed:

In the case of applications for administrative concessions, as laid down in Article 53 of the Regulation on the use of the public radio domain, the technical project must incorporate a Detailed study of levels of radio exposure for fixed stations with PIRE greater than 10W.
