Based on the data obtained in a CIS survey, this report analyzes the perception of residents in Spain regarding different public policies and services, as well as their evolution in recent years. The study carried out in 2018 highlights the importance that citizens attach to public services and their degree of satisfaction with a wide range of more demanded sectoral policies and services. It also examines the evolution of the habits of citizens with regard to public administrative services, and the intensity of use of the various channels of access to the administration. Finally, as usual in this series, along with the historical battery of questions, an ad hoc reflection is included that deals with the paradigm of open government, and in this respect, the knowledge and valuation of principles such as transparency, access to public information, civic participation and accountability.
Among the programs contained in Royal Decree 951/2005, of 29 July, which establishes the general framework for the improvement of quality in the General Administration of the State, the deployment of a series of activities by the so-called observatory of the quality of public services is foreseen. Thus, Article 27 of the aforementioned Royal Decree commissioned a regular and uniform study of citizens' perception of public services, for which opinion studies could be carried out. The services analyzed are those of greater relevance to society and are more used by the population.
