Register of installers

Companies that perform installation or maintenance services of telecommunication equipment or systems must submit electronically, before the start of the activity, a responsible statement on compliance with the requirements required for the exercise of the activity before the Registry of Telecommunication Installation Companies. The data relating to these companies shall be entered on its own initiative on the basis of the information contained in the declarations.

Telecommunications Installation Company

It is the company (natural person or entity) that carries out the installation or matenance of telecommunication equipment or systems and that meets the requirements established in the Regulation approved by Royal Decree 244/2010 of 5 March (BOE of 24/03/2010).

Enabling Title

• The responsible declaration enables the provision to third parties of installation or maintenance services of telecommunication equipment or systems throughout the Spanish territory.
• The performance of the activity without such authorization is typified as a serious infringement in article 107, paragraph 14, of Law 11/2022, of June 28, General of Telecommunications.

Registration

For registration in the Registry of Telecommunications Installation Companies it is necessary to submit electronically the responsible declaration in the electronic headquarters of the Ministry. Under the provisions of the Regulation approved by Royal Decree 244/2010 of 5 March, only companies, whether natural or legal persons, will be incriminated. Therefore, it is not appropriate to talk about an installer’s license or other similar expressions.

The declaration can only be submitted electronically, so the legal representative of the installation company must have a user certificate issued by a certification body.

Registration not only affects companies engaged in the construction of new telecommunications facilities, but also affects companies engaged in the maintenance of telecommunications facilities.

Modification

If any modification of the data contained in the registration occurs in the installation company, or if it is intended to expand the types of activity for which it has been registered, it must be communicated to the Registry, by means of a responsible declaration of modification, within a maximum period of one month, also by telematic means.

Continuity

In order to keep the data of the Registry updated, installer companies are periodically required to justify their permanence in the activity in which they are registered. At the end of the established deadline, an announcement is published in the BOE with the list of companies that have not responded, in compliance with the provisions of article 44 of Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations, to justify by telematic means their continuity in the activity.

The interested party may at any time request the Secretary of State for Telecommunications and Digital Infrastructures to issue a registration certificate confirming that he has presented the responsible declaration and that it has been registered.

Access to the forms

To make the telematic presentation of such responsible statements or to correct anomalies, or cancel the registration, you must access, provided with a digital certificate or electronic ID, the website of the Electronic Office where such procedures are located and select the form that corresponds in each case. Remember to read the instructions that are shown for each one.

The Secretary of State for Telecommunications and Digital Infrastructures through this website may make public, in addition to the data of the Registry of Telecommunications Installation Companies considered to be public, those additional ones that appear in the responsible declaration of these companies, such as notification address and telephone, necessary for third parties to contact them. If the declarant does not want these data to be made public, he must indicate this in the declaration.
