This regulation establishes price control for wholesale services provided by operators with significant market power.
In order to exercise this price control, it is becoming increasingly common to use cost models that simulate the network of an efficient operator and make it possible to calculate the costs of providing the services that are intended to be regulated.
The models that the CNMC It makes available the following:
- Model BU-LRIC mobile
- Model BU-LRIC access network
- Model BU-LRIC fixed telephony
- Model BU-LRIC NEBA
- Model BU-LRIC MARCo
Undertakings providing public electronic communications networks or publicly available electronic communications services which have special or exclusive rights for the provision of services in other sectors, in the same or in another Member State, shall:
- keep separate accounts for its activities associated with the provision of electronic communications networks or services, to the same extent as would be required if those activities were carried out by legally independent entities, in order to identify all items of costs and revenues, with the basis of calculation and detailed allocation methods used, relating to those activities including a detailed breakdown of fixed assets and structure costs; or
- establish a structural separation for activities associated with the provision of electronic communications networks or services.
- companies whose annual turnover in activities associated with electronic communications networks or services in the Union is less than EUR 50 million may be exempted from accounting requirements.
