Some figures
The Central Personnel Register stores data on almost 2,000,000 public employees, of whom more than 300,000 have an open file with one of the Public Administrations served by the Central Personnel Register. In the last 10 years, an average of 40,000 entries per year have been made, with a clear upward trend since 2015, and almost 500,000 entries per year, so that there are more than 20 million documents stored.

The Central Personnel Register (RCP) generally includes the personnel of the General Administration of the State, in accordance with the scope of application of its Regulations (Royal Decree 2073/1999, of 30 December, amending the Regulations of the Central Personnel Register and the rules of coordination with those of the other Public Administrations).
This Registry does not contain data on military personnel, the Armed Forces and State Security Forces and Bodies, the Autonomous Communities, Local Entities, the Administration of Justice, Health Institutions of the National Health System and the Constitutional Bodies, as well as other public bodies whose personnel are not governed by the general regulations of the Public Service, except when they occupy positions included in the employment relationships of civil servants of the AGE and its public bodies. In these cases they do appear in the CPR, but there are only data on their work activity in the General Administration of the State.
Regarding the content of the information, it should be noted that the quality of the information will be higher from the first regulatory regulation of the CPR (1986) and the approval of the first Job Relations (1988-1990).
The information comes from the data of the Central Personnel Register, which makes its annotations based on the notifications of the administrative acts of personnel management adopted by the competent management centers, having varied the type of registration data according to the legislation in force at all times.
Their quality will be higher since the first regulatory regulation of the CPR (1986) and the approval of the first Job Relations (1988-1990).
The Central Personnel Register (RCP) makes its annotations based on the notification of the administrative acts of personnel management adopted by the competent management centers through the documents established for that purpose (note that the incorporation of these documents may take several days). Therefore, as a general rule, in the event that you detect an error or omission of data, you must go to the corresponding management center, in order to correct the error or omission and send again the registry document with the correct data to the CPR.
However, the CPR sometimes corrects, on its own initiative or at the request of the public employees concerned, typographical or material errors (e.g. erroneous date of birth).
In this case, if you find material errors, you can contact, in exercise of the rights of access, rectification, cancellation and opposition, the General Subdirectorate of the Central Personnel Register, by request presented in the general register, which will correct them ex officio, after checking the supporting document.
Specific note for civilian labor personnel of the Ministry of Defense: The information sent to the RCP by the Ministry of Defense regarding its civilian labor personnel refers to the acts produced from 2/12/1998, when the “Single Convention for Labor Personnel of the General Administration of the State” came into force. There is currently no possibility of collecting in personal files data prior to that date.
For an annotation to be produced, it is necessary to communicate the administrative act in which the annotation originates by the personnel unit on which the employee depends (ex officio or at the request of the employee).
The titles, diplomas and courses that are the subject of annotation are included in Annex II of the Resolution of 3 March 2004 of the Secretariat of State for Public Administration, which establishes and modifies certain registration models and gives instructions on annotation in the Central Personnel Register (Official State Gazette of 16.03.14).
The fact that they are not included in the CPR is not an obstacle to their inclusion in the file in the corresponding personnel unit or to their presentation and, where appropriate, evaluation in the competitions in which they are required as merits.

The Central Personnel Register (RCP) does not issue Working Life Reports (the General Treasury of Social Security does so) or certificates of services provided (they are issued by the personnel units of the different Ministries or agencies).
