Artificial Intelligence (AI) has become a strategic pillar for Europe’s competitiveness, technological sovereignty and resilience. However, its adoption is constrained by the fragmentation of the ecosystem, the lack of advanced industrial capacities and the need for a common European framework.
To address these challenges, several Member States, including Spain, are promoting the Project of Common European Interest in Artificial Intelligence (IPCEI AI), with the aim of developing a new generation European AI ecosystem.
The IPCEI AI seeks to foster public-private collaboration across the entire AI value chain, from research and development to the first industrial deployment.
Manifestation of Interest
Within the framework of the IPCEI AI initiative, the Secretary of State for Digitalization and Artificial Intelligence publishes the following request for expressions of interest with the aim of identifying entities interested in participating with proposals aligned with the objectives of this IPCEI.

Deadline for submitting expressions of interest from Tuesday, November 11, 2025 to Friday, December 26, 2025 (10:00 AM)
Submission of applications
Proposals may be submitted by Friday, December 26, 2025 (10:00 AM) via email. ipcei_SEDIA@digital.gob.es, following the instructions contained in the Application Submission Guide.
The following documentation must necessarily be provided:
- 2 project reports, one in English and one in Spanish. The templates to be filled out will depend on the type of participation requested.
- Report of the project funding gap. This document should only be provided by applicants with direct participation.
