The Directorate-General for Public Governance has published the second edition of the so-called “Map of the Situation of the Simplification of Procedures in Public Administrations”, which aims to be a useful and schematic tool to guide public operators, users of their services and those interested in regulatory quality and administrative simplification. The objective is to facilitate the interpretation of data and the extraction of conclusions through the collection of information that, otherwise, may tend to express itself in a complex, heterogeneous and disaggregated manner.
This edition assumes the updating of the version published in 2021, after the impetus that the Ministry of Finance and Public Service proposed in the context of the Inter-administrative Network of Quality in Public Services, in order to know the situation as a fixed photo at the time of its publication, as well as its evolution and identify synergies between different actors and territorial areas.
The document is presented on four main axes: Analysis of administrative burdens in the reports of analysis of regulatory impact; actions and participation of companies and citizens, through – for example – signing agreements or establishing specific communication channels; actions of the administration that free from redundant formalities to citizens and businesses, while facilitating that employees and public employees focus their efforts on tasks that bring added value; evolution and analysis of the application and application of compensation.
On the other hand, the Map has a clearly communicative and informative vocation, aimed at society in general, at European and international bodies and at economic operators. In this way, it aims to convey the strong awareness of public administrations when legislating in an appropriate way, to debug the legal order of unnecessary requirements, to optimise procedures and to stimulate dialogue with the people and sectors to whom these rules apply.
