The Ministry for Digital Transformation and the Civil Service conducts a public consultation on the updating of the universal telecommunications service
  • The objective is to gather the opinion of the sector and the affected groups on the updating of some elements of the universal telecommunications service, taking into account the technological, economic and competitive evolution of the market
  • The universal telecommunications service aims to protect telecommunications users, as it guarantees a set of services (fixed telephony and broadband Internet access in a fixed location) to all citizens, regardless of their geographical location and at an affordable price
  • The future rule would include the innovations introduced by the General Telecommunications Act of 2022, namely that all operators offer affordable tariffs to consumers with low incomes or special social needs.
  • In addition, the law itself provides that the minimum broadband internet access speed, which is currently 10 Mbps, can be modified, given the technological evolution of the market.
Madrid, 14 November 2025.- The Ministry for Digital Transformation and Public Service has today published a consultation in order to obtain the opinion on a normative development in which some elements of the universal telecommunications service would be updated, taking into account the technological, economic and competitive evolution of the market. It would also include the innovations introduced by the General Telecommunications Act of 2022.

The universal service aims to protect telecommunications users, since it guarantees a set of services to all citizens, regardless of their geographical location and at an affordable price. These services are, on the one hand, voice communications services over a fixed connection and, on the other hand, broadband Internet access with a minimum speed, currently 10 Mbit per second downwards.

The universal service also guarantees specific conditions for vulnerable and disabled groups.

At present, the universal service is governed by Royal Decree 424/2005, of 15 April and, although the General Telecommunications Law of 2022 introduced some novelties about it, it is necessary to specify some of its elements taking into account the technological, economic and competitive evolution of the market. In this sense, the law itself provides that, depending on this evolution, the minimum speed of access to broadband Internet may be modified.

Another new development introduced by the General Telecommunications Act of 2022 is that all telecommunications operators must offer consumers with low incomes or disabilities affordable tariff options under transparent, public and non-discriminatory conditions.

The public consultation will be open until Wednesday, December 3, 2025.
