The harmonized European numbers 116111 and 116123 may be attributed in Spain to the services “Child Helpline” and “Emotional Support Line”, in accordance with the provisions of the Regulation of electronic communications markets, access to networks and numbering, the National Plan of telephone numbering (both approved by Royal Decree 2296/2004, of 10 December) and the Resolution of 25 October 2007, of the Secretary of State for Telecommunications and for the Information Society, by which the telephone numbering rank 116 is reserved to access the harmonized European services of social value.
The “Child Helpline” service:
- It will provide assistance to children in need of care and protection, who will be provided with services and resources to meet their needs.
- It will give children the opportunity to voice their concerns, to talk about problems that affect them directly, and to call someone in case of emergency.
The “Emotional Support Line” service will provide:
- A truly human contact consisting of listening without value judgments.
- Emotional support for those who suffer from loneliness, are in a situation of psychological crisis, or are thinking about suicide.
The conditions of use of both numbers by the organizations that provide the services will be as follows:
- The services will be of automatic reverse charge. Consequently, the calls will be free for the users.
- The services must be open to all citizens without the need for prior registration.
- The services will not be temporary (their provision will have an indefinite duration in time).
- If the services are not available continuously (i.e. seven days a week, 24 hours a day, nationwide), your providers must ensure that easily accessible public information about the availability of the services is available and that, during periods of unavailability, calls are answered with information about the day and time when the services will be available again.
- Payment or payment commitment will not be a precondition for the use of the services by users.
During the calls the following activities will be prohibited: advertising, entertainment, marketing, sale and use of calls for the future sale of commercial services.
However, the organizations that provide the services may accept the sponsorship of entities that fully or partially finance the cost of the calls, being able to identify them in the advertising that is carried out to publicize the services, but not during the calls (between the off-hook and the on-hook of the same).
Organizations interested in providing any of these services (one or both) may request the attribution of the numbers to the Secretary of State for Telecommunications and for the Information Society; C/ Capitan Haya, 41 – 28071 Madrid.
The requests will contain a descriptive proposal of the service or services that are intended to be provided, the identification data of the interested organization and the means available for the provision.
Applications received by 30 April 2008 will be submitted for consideration to the ministries with competence in the areas covered by each service, who will report on the suitability of the proposals received and the qualifications of their applicants. In the case of several qualified applicants aspiring to provide the same service, a competitive or comparative selection procedure will be developed to be applied for the designation of providers.
