Approved the 2023 Public Employment Offer with additional replacement rates to achieve net job creation in the State Administration

The Council of Ministers has approved the Royal Decree for the Supply of Public Employment (OEP) for the year 2023, which includes the largest number of places offered to work in the State Administration of history. In total, there are 39,574 places, 15.8% more than in the EPO of 2022, with which the templates will be reinforced in different departments of the General Administration of the State, the Administration of Justice, the National Police Corps, the Civil Guard and the Armed Forces.

This is an offer incorporating an additional replenishment rate to the existing one to achieve net job creation in the administration.

This EPO, agreed with the UGT and CSIF trade unions in the framework of the General Negotiating Table between Trade Unions and Administration, is the third consecutive record in the number of places called after 2021 and 2022. Of the total, 27,246 posts correspond to the free shift, for those wishing to join the Administration. On this figure, it should be noted that 18,621 posts are to meet the replacement rate and avoid the loss of staff, while the remaining 8,625 will serve to create net employment. The other 12,328 of the total EPO will be for internal promotion.

The bulk of the posts offered correspond to the State Administration, for which 29,818 seats are included, of which 19,947 are free of income and 9,871 are internal promotion.

Of this total, there will be specifically 709 for Public Entities and 1,094 for Local Administration officials with national qualifications.

Another outstanding issue is the 8,790 posts in subgroup C1, which are almost 40% of the total.

For the Administration of Justice 1,907 places are included, which means that it is the largest offer of the last 7 years, in the National Police Corps another 2,833 posts and for the Civil Guard up to 2,875. Other places included to be highlighted are 57 for teaching staff, 66 for INGESA staff or 236 for statutory staff of the Hospital Defense Network. In addition to the above, it should be noted that in May, 2,141 seats were approved for the Armed Forces and the Civil Guard Officers Scale.

This offer is aimed at strengthening face-to-face care throughout the territory, with more than 40 per cent of the total number of places for staff engaged in these functions

New features are included for the development of the competitions, such as the examination phase lasting up to nine months or all calls to be published before 31 December 2023
