The Government launches in pilot phase the new mobile application of “My Citizen Folder”

  • "My Citizens Folder" takes another step in the digitization of the Spanish public administration, within the framework of the Recovery, Transformation and Resilience Plan, the agenda España Digital 2026 and the Plan for the Digitalization of Public Administrations.

    The Ministry of Economic Affairs and Digital Transformation, through the General Secretariat of Digital Administration attached to the State Secretariat of Digitalization and Artificial Intelligence, launches a new BETA version of “My Citizen Folder”. This version includes a mobile application, a website and a virtual assistant. These tools seek to simplify the relationship through the Internet and improve the interaction between administration and citizenship in an accessible, proactive and personalized way from any device.

    The Government takes another step to bring the Administration closer to the citizens and facilitate a more fluid and closer relationship, simplifying access to information, developing personalized services and establishing new, more proactive channels of interaction. This measure advances the goal that 50% of digital public services will be accessible through mobile by the end of 2025.

    My Citizen Folder” faces a comprehensive renewal, incorporating new functionalities and channels to speed up the management and the flow of information.

    In the BETA version, which is launched today, any user can quickly and aggregate certain personal data and prior appointments managed by public administrations, access the pending notifications of the State Administration, of numerous autonomous communities and local entities, and inform themselves of the status of their files in processing. The website also adds a Virtual Assistant that helps, through natural language processing, to facilitate the relationship with the administration.

    New channels and features: mobile app and website

    “My Citizen Folder” includes as communication channels a mobile application, a web application and a conversational assistant.

    To access, the user must authenticate themselves through the methods available in the key system, the common identification platform for public services: PIN Key, Permanent Key, Electronic Certificate or DNIe.     Among the functionalities and services available are a personal summary of the user and a calendar to consult prior appointments or expirations of procedures related to ID, Passport, Driving Licence and ITV. In the app, the user can configure their homepage with their favorite services and access them more quickly.

    Services available within “My Citizen Folder”

    Likewise, different services are offered for consulting personal data in the educational field (university and non-university degrees, scholarship status or university tuition); Housing (real estate and registry data); Health and Social Affairs (degree and level of disability and access to the application for the COVID certificate); Personal and family situation (large family title, no criminal record or no record for crimes of a sexual nature,); Work and Retirement (demand for employment and benefits, and access to working life); and Vehicles and transport (driver data and balance of points and vehicle data).

    In addition, “My Citizens’ File” allows you to consult the status of the files in progress, both in the General Administration of the State and in the Autonomous Communities already adhered. Likewise, it allows to know the notifications and administrative communications pending to be collected that have been issued by the State Administration and the numerous autonomous communities, local entities and universities that offer their notifications through the Single Enabled Electronic Address – DEHú.

    After this first BETA version, “My Citizen Folder” will be in constant evolution to be able to include an increasing number of functionalities for the citizen, minimizing as much as possible the movements and the unnecessary use of face-to-face resources.

    In order to share its design and future evolution with all actors who wish to participate in this process, this new version of “My Citizens’ Portfolio” makes available to users a form to send their comments and contributions, thus enriching the user experience in a process of continuous improvement and moving towards a service increasingly adapted to the needs of citizens.

    Virtual Assistant

    The website of “My Citizen Folder” includes a new conversational assistant, called “Ada”, able to understand the needs of the user and thus guide him to the corresponding section where the requested information appears. The aim of this is to facilitate access for people with different abilities and less familiar with the digital environment.

    “Ada” will continue to learn and advance its functionalities in order to help citizens in their relationship with the Administration.

    Digital Transformation of Public Administrations

    With this launch, My Citizens’ Portfolio advances in the digitalization of public administrations, within the framework of the Recovery, Transformation and Resilience Plan, the Digital Spain agenda and the Digitalization Plan of Public Administrations.

    Specifically, it is the first mobile application within the media App Factory of the Digitalization Plan of the Public Administrations, whose objective is to enhance the development of quality mobile services for the main public services creating also around the Administration a community of developers open source. The goal is that 50% of digital public services will be accessible via mobile by the end of 2025.
