Royal Legislative Decree 2/2011, of 5 September, approving the Consolidated Text of the Law on State Ports and Merchant Shipping, provides in its article 65 that the Port Authorities shall control in the port area, among others, compliance with the regulations affecting security systems, including those referring to protection against antisocial and terrorist acts, without prejudice to the competences that correspond to other bodies of public administrations.
For its part, Royal Decree 1617/2007, of 7 December, which establishes measures to improve the protection of ports and maritime transport, assigns to the Port Authorities a series of functions in the field of port protection against deliberate unlawful acts that affect maritime protection and grants these authorities the status of Port Protection Authorities.
There are calls received in the emergency control centers associated with these authorities that are characterized by a high criticality in terms of safeguarding port protection and control and public security, so it is advisable to eliminate in this type of calls the possibility of hiding the identification of the line of origin.
At the request of the Port Authorities of the Spanish Port System, the project proposes the approval of the application of the mechanism for the elimination of the de-identification marks of the calling line for calls addressed to their emergency control centers, in order to allow the origin of these calls to be always known, regardless of whether the subscriber has requested the deletion of the presentation of the source number.
