The Royal Decree-Law 36/2020 of 30 December, approving urgent measures for the modernization of the Public Administration and for the implementation of the Plan of Recovery, Transformation and Resilience establishes in its Article 28.1, concerning the temporary units, that “within one month of the entry into force of that real decree-law, by means of a joint resolution of the Secretariat of State of Political Affairs”.

Likewise, Articles 28.2 and 30.4 establish the need to issue by the Secretary of State for Territorial Policy and Civil Service instructions to ensure an agile and preferential processing in the provision of jobs of the interim units for the implementation of the Recovery, Transformation and Resilience Plan, as well as interpretative instructions on redeployment and redeployment of troops that would make it necessary to expedite the reorganization of the departments as well.

To comply with the foregoing provisions, the following resolutions have been adopted.
