Appointment of officials of the Senior Civil Service Corps of the State

On the 26th was published the Resolution of the Secretary of State for Territorial Policy and Civil Service appointing career officials of the Superior Corps of Civil Administrators of the state.

The Senior Civil Service Corps of the State is a Generalist Corps classified in subgroup A1, so to be able to present themselves to selective tests of access to it it is required to be in possession of the university degree of Bachelor, Engineer, Architect or Bachelor.

It has a multidisciplinary character, integrating professionals with different background backgrounds, who exercise horizontal functions that can be developed in different ministerial departments. For this reason, there are four different branches for joining it: legal, social sciences, economic and technical.

The Body is attached to the Ministry of Territorial Policy and Public Service and its functions, oriented towards the development of managerial tasks, are realized in the carrying out of activities of management, management, advice and study in relation to the different public policies developed by the General Administration of the State. These functions are carried out in the various areas of public activity (budgeting, procurement, human resources management, training, etc.).

Its activity is carried out at the managerial and pre-directional level in the various central and territorial bodies of the Ministries and Public Bodies of the General Administration of the State.

The selective process consists of four mandatory and eliminatory exercises:

-First exercise: It consists of a part of the development in writing of a general subject, between two proposed by the court, of political, economic and social relevance of Spain or of the international scope. The second part consists of the development in writing of a general subject related to the specific subject chosen by the applicant.

-Second exercise: It consists of two language tests.

The first, which is mandatory, consists of a direct translation of a document written in English or French, according to the choice of the applicant, and in the elaboration of a summary that will be read to the opponents in the chosen language. The second test is voluntary and shall consist of the same parts as the compulsory one.

- Third exercise: It consists of an oral presentation of four agenda items three from the group of common subjects and one from the group of specific subjects of the programme.

-Fourth exercise, of a practical nature consisting of the analysis of a case or the preparation of a report on a subject related to the specific subjects

At the end of the opposition phase, applicants must pass a selective course organized by INAP in order to seek the acquisition of knowledge, attitudes and skills for the exercise of their functions in the Administration.
