The Open Government Training Plan of INAP 2021-2024 responds to the commitments of the IV Open Government Action Plan of Spain. It aims to train public administration personnel on the conceptual bases, values, tools and strategies of open government; strengthen attitudes based on integrity, transparency, accountability, participation and collaboration; and generate networks that facilitate learning and knowledge management of open government in a way that generates a multiplier effect.

It is structured into four axes:

4. Facilitating measures

For its development, INAP has carried out a needs analysis, including a critical review of its I Open Government Training Plan, a review of the reports of the Independent Review Mechanism (MRI), the detailed study of the IV Action Plan itself and other reference documents on open government, and the dialogue with the Directorate General for Public Governance, with the actors present in the Open Forum.
