On 26 January there was a debate on the selective process, which addressed the opposition and the selective course.
This debate is part of the “Rethinking Selection” programme, which includes, as a whole, ten virtual debates aimed at addressing, exposing and discussing various approaches and opinions on a subject related to selection in public employment.
Yesterday's day was aimed at calling for reflection on whether the different types of tests used in selective processes are suitable; whether they are adapted to the forms of learning in secondary and higher education, and whether the duration and uncertainty of the process, constitute an attractive challenge for the incorporation of staff into the General Administration of the State.
The debate was moderated by Mariano Fernández Enguita, director of INAP and featured the interventions of:
- José Manuel Ruano, Professor of Political Science at the Universidad Complutense, who analyzed the results produced by the current selective processes of administration and proposed a series of measures to improve the selection system.
- Dionisia Manteca, Under-Secretary of Territorial Policy and Civil Service, who pointed to the two major challenges facing the Public Administration, such as the ageing of the workforce, as 51 per cent of public employees and employees will retire in the coming years, and the modernization and digitization of public administration.
- Miguel González Sole, Assistant Secretary for Ecological Transition and Demographic Challenge, presented in his intervention ten fundamental ideas for reflection, among which he highlights the adaptability in bodies, the mobility of public employees and employees and improve the attractiveness of the administration to attract talent.
- Gemma del Rey, Assistant Secretary of Employment and Social Security, made reflections on the opposition courts, to make administration more attractive to attract talent and the need to streamline selective processes.
- Maite Vilata, General Secretary of the University of Barcelona, focused his intervention on what public administration we want and the role it has to play in society, as the response to these issues will determine the personnel needed by the administration and its characteristics.
