• The Minister emphasizes that the tendering process has ensured continuity in assistance to mutualists and has incorporated new elements of transparency

Madrid, January 29, 2025.- The Minister for Digital Transformation and Public Service, Óscar López, has highlighted in the Senate that with the agreement reached this Tuesday in the Council of Ministers to modify the tender for the Muface concert, the Government "has saved the future" of mutualism with an "unprecedented effort in history", in a process marked "at all times by the principles of transparency, equity and sustainability".

During his appearance in the Public Service Committee to report on the situation of MUFACE, López reviewed the chronology of the renewal of the concert from its inception in 2024 until yesterday. The minister pointed out that, during this time, the government has offered record increases in the premium to guarantee the success of the process, which have culminated in a modification of the specifications that allows “to offer an even more competitive second tender”, with an additional funding of 330 million euros.

The minister stressed, on the one hand, that during the renewal of the concert “the mutualists have had, have and will be guaranteed their health care” thanks to the mechanisms provided for in the Public Sector Contracts Act, and on the other, that this process has incorporated new elements of transparency such as the launch of a preliminary market consultation, the publication of the corresponding reports and the convening of General Councils of the mutuality to keep the representatives of public employees informed.

López has also pointed out that the modification of the tender “maintains the duration of three years of the concert to guarantee stability in attendance”, and also retains the new structure of premiums, incremental depending on the age groups.
