Madrid, December 17, 2024.- The Council of Ministers has authorized the tender for the concert of MUFACE for the years 2025, 2026 and 2027, which offers health coverage through insurers to part of the officials who provide services in Spain and in 123 countries.
This agreement forms part of the strategic planning of the Ministry of Public Service, aimed at modernizing and improving the service provided by the General Mutuality of Civil Servants of the State (MUFACE).
It is a three-year concert with the aim of guaranteeing the health care of the covered group, which exceeds 1.5 million people, between holders and beneficiaries. In MUFACE, 65% are primary, secondary and university teachers and 17% belong to some bodies of the General Administration of the State.
The total amount of the contract for the health care of the mutualists in Spain amounts to 4,478 million euros, 957 million euros more than the current concert. The cost per year will be 1,303 million euros in 2025, 1,490 million euros in 2026, and 1,685 million euros in 2027. In total, 4,478 million euros, which means an increase in the premium of 33.5% in three years.
With this allocation, the premium will rise by 19.37% in 2025; 7.25% in 2026 and 4.32% in 2027, with a cumulative increase in three years of 33.5%. The average premium per mutualist per year will go from 1,032.12 euros at present to 1,262.28 in 2027.
As for the concert for health care abroad, the budget amounts to EUR 77.7 million.
More transparent process
On this occasion, transparency has been increased in the process of preparing the tender by convening preliminary market consultations, so that the insurers could justify how they set their prices.
In response to their contributions, a novelty has been incorporated into the agreement, changing the formula for calculating the premium. Now we are moving from a linear premium to an incremental one depending on the age groups, so that more is paid for insuring the older groups, and less for the younger ones.
Until the new concert is awarded, the mutualists will be guaranteed their health care under the current conditions, under the service continuity order mechanism provided for in article 288 (a) of the Public Sector Contracts Act.
