Madrid, December 3, 2024- The Ministry for Digital Transformation and Public Service is working on a new Royal Decree regulating access to public employment and the provision of jobs for people with disabilities to replace the current one (RD 2271/2004). It is about adapting it to the new social and technological standards and developments that have taken place in this area since the adoption of the current framework.
In addition to updating public employment policies for people with disabilities, the standard aims to incorporate measures that facilitate their access and stay in jobs adapted to their capacities and needs. The regulatory project will be in consultation from today, December 3, to January 3, 2025.
There are two main problems to be solved by this initiative. Firstly, the need to adapt to international and national regulations. Since 2004, instruments such as the United Nations Convention on the Rights of Persons with Disabilities, or RD-law 6/2023 have been adopted, which increases the reserve quota in the selective processes and promotes the participation of these people in the selection bodies.
Secondly, technological evolution and social changes require the implementation of more accessible and adapted selective processes, as well as the provision of jobs that consider the specific needs of these people, promoting equal opportunities and eliminating or reducing physical, technological and procedural barriers. In addition, the reserve quota will be updated and equal opportunities in the professional career will be promoted, facilitating internal promotion and mobility under conditions of equality.
With this RD, a further step is taken in the consolidation of an inclusive and representative Administration, attending to social demands. Monitoring and evaluation mechanisms will also be established to improve the measures taken, with the participation of the third sector and with the organizations representing persons with disabilities.
