The Council of Ministers, on the proposal of the Minister for Digital Transformation and Public Service, Óscar López, has approved the direct granting of a grant to Spain Film Commission, a non-profit association that coordinates the network of ‘film commissions’ and ‘film offices’ throughout Spain. With an amount of 500,000 euros, the aid will contribute to attracting foreign investment and, in particular, audiovisual filming to Spain.
The grant, regulated by royal decree, consolidates the collaboration that the Ministry for Digital Transformation and the Public Service, through the Secretary of State for Digitalization and Artificial Intelligence, maintains with the entity in various initiatives of promotion and internationalization of the audiovisual production sector, in line with the objectives of Plan Spain, Audiovisual Hub of Europe (Spain Audiovisual Hub), a strategic initiative framed in the Plan of Recovery, Transformation and Resilience.
In particular, the grant approved today will serve to reinforce the attraction of audiovisual filming, with a high impact on the territory, since more than 30% of the global budget of a production is executed in the chosen locations, which reverses in all sectors of the local economies. Also, filming tourism is an important attraction to visit a country. According to a study prepared in 2024 by the Spain Film Commission, every euro invested in tax incentives for international filming ended up generating a return of nine euros in the Spanish economy.
Impact study, international promotion and locations
In this way, the grant aims to contribute to the development of three specific projects by the Spain Film Commission in the period 2025-2026. On the one hand, it will be used to prepare a comprehensive study of the impact of audiovisual filming in Spain in the period 2023-2024.
On the other hand, it will support the development of the international promotion program SPAIN FILM 25-26, consolidating the presence of the Spanish audiovisual in the most relevant markets. And finally, it will support the creation of the first integral platform of locations in Spain, which will consist of the development of the first intelligent geolocation platform that connects audiovisual scenes with their real and virtual locations in Spain, using advanced technologies of visual recognition and artificial intelligence.
Support for the Spain Audiovisual Hub of Europe Plan
In its first phase, developed between 2021 and 2025, the Spain Plan, Europe’s Audiovisual Hub, allocated 5 million euros to the Spain Film Commission, consolidating itself as a success story that has placed Spain on the world map of international filming.
The initiatives developed achieved the international recognition of the Global Production Awards 2025 of the Cannes Film Festival, with the ‘Film Commission of the Year’ award. Among other projects, thanks to this support, the Spain Film Talent Network, the Spain Film Friendly Land network, the transmedia Spain Film platform and the international projection under the brand Shooting in Spain were launched, which consolidate the image of Spain as a privileged destination for the global audiovisual.
The non-profit association, dedicated to promoting the country as a destination for audiovisual filming, offers free support and services to national and international productions, helping to coordinate logistics, manage permits and attract investments, positioning Spain in the film and television industry worldwide. Organizes and participates in events, produces economic impact studies and collaborates in strategic projects such as Plan España, Audiovisual Hub of Europe.
