The National Forum of Emerging Companies, a collaborative body created by the Government of Spain in application of the Law on the Promotion of the Ecosystem of Emerging Companies, has formed three working groups with private and public entities to address proposals that help intensify the transforming capacity of the entrepreneurial ecosystem in our country.
The Government of Spain has thus involved the broadest representation of the Spanish entrepreneurial ecosystem with around thirty private entities and business associations and about twenty public bodies, in addition to the maximum territorial representation, from representatives of the autonomous communities to prominent regional technological consortiums such as Tech Barcelona, Málaga Tech, Zebra Aragón or HubIN Galicia and associations of the Regional Development Agencies and the European Business and Innovation Centers.
These three working groups will focus on three areas: ‘Public Policies and Ecosystem’; ‘Innovation and Technology’, and ‘Territory and Ecosystems of Innovative Entrepreneurship’.
El Public Policy and Ecosystem Group It will discuss possible proposals to modify the regulation of entrepreneurship in Spain, assessing formulas to improve access to funding for startups, as well as measures to facilitate internationalization and promote greater equality of opportunities in entrepreneurship. In particular, they will evaluate impact indicators, both quantitative and qualitative, that allow monitoring of the measures approved.
El Innovation and Technology Group It will focus on public-private collaboration in R+D+I and on the effective transfer of knowledge between academic centers and innovative companies. In addition, you will have the exchange of experiences of deep tech projects and good practices of success cases to accelerate the transition from the laboratory to the market.
Finally, the third group will influence the capillary nature of innovative actions In the territory and the promotion of ecosystems of innovative entrepreneurship. This group will have a fundamental role to analyze the current distribution of technological hubs in the different Autonomous Communities and promote initiatives that enhance territorial synergies and strengthen local networks of mentors and investors. The main goal is to promote territorial structuring through cooperation between different poles of innovation beyond the large metropolitan areas.
After an initial day a few days ago, regular meetings have been scheduled with experts from the public and private sector for the development of the proposals. The objective is to present to the plenary of the Forum a first package of recommendations that will serve as a basis for new policy measures and entrepreneurial support programs throughout the first half of 2026.
This National Forum promoted by the Government of Spain has the interministerial coordination of the Ministry for Digital Transformation and the Public Service, together with the Ministry of Science, Innovation and Universities, and the Ministry of Industry and Tourism. And it adds to the battery of initiatives aimed at the entrepreneurial ecosystem that are contributing to Spain having the second best ecosystem for startups in the European Union according to the European Startup Nations Alliance (ESNA). Measures such as the promotion of the National Entrepreneurship Office (ONE), which acts as an essential tool for companies to access public aid, or pioneering legislative actions such as the first Startup Act promoted by a country in Europe.
In this regard, the Secretary of State for Digitalization and Artificial Intelligence, María González Veracruz, stressed that “the constitution of these groups of the National Forum of Emerging Companies marks a new milestone towards the acceleration of Spanish business innovation in this technological era. The Government of Spain wants to continue promoting the rapid evolution of the digital economy by providing agile and synchronized responses to the new needs faced by startups, companies and markets in this context of radical innovations.”
“With these working groups, this Forum becomes a powerful instrument to detect barriers, test solutions and, above all, agree on decisions so that the measures we take from the Government of Spain are aligned with the reality of those who create jobs and value from innovation,” he said.
