First meeting of the institutions involved in the Governance Agreement to Generate Models and Corpus for a public infrastructure of Language Models

  • The Secretary of State for Digitization and Artificial Intelligence (SEDIA), which leads the definition and coordination of this plan.
  • The BSC-CNS, which will act as the technical coordination center of the plan, taking advantage of its advanced computational capacity.
  • The AESIA, which will be responsible for generating good practices in these models and ensuring their transparency.
  • The Instituto Cervantes, as a promoter of Hispanic culture internationally.
  • The Royal Spanish Academy, which will ensure the linguistic correction of the models and that through the Association of Spanish Language Academies (ASALE) will coordinate and centralize pan-Hispanic projects.
  • The academies of the Basque, Galician and Valencian languages, as well as the Institut d’Estudis Catalans.
  • The Ministry of Culture, to which corresponds the competences in the field of intellectual property, archives and libraries, and to which is ascribed the National Library of Spain, which preserves the largest documentary corpus in both Spanish and co-official languages.
  • The National Center of Spanish Industries, of the Government of La Rioja, which will participate together with other actors in the development of language models.
  • The centres involved in the ILENIA project, and which are the research centre the HiTZ Institute - Basque Language Technology Centre, Galician Language Institute (ILG), in collaboration with the Singular Research Center on Intelixent Technologies (CITIUS) and the Digital Intelligence Center (CENID), along with the Center for Advanced Studies in Information and Communication Technologies (CEATIC), represented by their universities.

The meeting was chaired by the Ministers of Culture, Ernest Urtasun, and for the Digital Transformation and Public Service, José Luis Escrivá.


    Today the first meeting of the institutions that will participate in the Governance Agreement to Generate Models and Corpus for a Public Infrastructure of Language Models has taken place in the Ministry for Digital Transformation and Public Service. The meeting was chaired by the Ministers of Culture, Ernest Urtasun, and for the Digital Transformation and Public Service, José Luis Escrivá.

    This agreement is part of the Artificial Intelligence Strategy 2024, which will be approved tomorrow in the Council of Ministers and which has among its main levers the implementation of a language model in Spanish and co-official languages. In the development of the actions included in this Lever, strategic alliances and synergies between all of them will be key. To this end, a model of regulated governance has been designed through an agreement signed by fifteen members whose representatives have met today in Madrid to begin organizing the follow-up work.
