    The Ministry for Digital Transformation and the Civil Service has prepared two ministerial orders, which are published today in the BOE, on strategic planning of the human resources of the State Administration and on the figure of the professional public manager. Both ministerial orders on human resources of the Administration are embodied in Royal Decree-Law 6/2023 and are part of the commitments of the Plan of Recovery, Transformation and Resilience to reduce the temporality in the Administration. Strategic human resources planning is at the heart of the public service reform package.

    The purpose of the planning order is to issue rules and guidelines for the preparation of plans (general, specific and restructuring) which, together with the use of technological and data tools, constitute a lever for cultural change towards competency-based human resources management. Planning is the main instrument for aligning the objectives of the administration and its public policies with the personnel needs, both quantitatively and qualitatively. Only with it will it be possible to verify whether the human resources and their technical profiles are adequate to carry out the objectives.

    It is intended that human resources planning goes hand in hand with the European budget cycle and allows us to have evidence that makes it possible to see, in a structured way by functional areas, what human resources the Administration has, what needs it has, and that can be planned accordingly.

    The ministerial order of the professional public manager in the Administration establishes specific rules that, within the general framework of the provision of posts, regulate access to positions of public managers, articulating management tools for these positions.

    Particularities are introduced in the procedure of the provision and termination of professional public management positions, in order to strengthen the selection based on criteria of suitability, professional competence and experience.
