Plan for Digital Connectivity and Infrastructures

El Plan for Digital Connectivity and Infrastructures is an initiative of the Ministry of Economic Affairs and Digital Transformation, the State Secretariat for Telecommunications and Digital Infrastructure being the body responsible for implementing and coordinating the measures included in it.

The Plan develops the first of the axes contained in the strategy Spain Digital 2026 and is aligned with the key objectives of the 2030 Agenda of Sustainable Development: the use of connectivity and digitalization as tools that contribute significantly to closing the different digital gaps existing for socio-economic, gender, generational, territorial, or environmental reasons. The goal in 2025 is to achieve that 100% of the population has coverage of more than 100 Mbps and position Spain as the pole of cross-border digital interconnection infrastructures of reference in southern Europe.

This Plan for Digital Connectivity and Infrastructures is complemented by the Strategy to Boost 5G Technology, also foreseen in the Agenda “Spain Digital 2025”.

• Contributing to the reduction of territorial and social gaps
• Promoting direct and indirect economic growth as an enabling vehicle for digital transformation
• Population access to essential services at a distance
• Enhancement of territorial cohesion

• Ultra-fast broadband extension, of at least 100 Mbps for 100% of the population, focusing on the transition period on strengthening broadband connectivity with minimum access speed of 30 Mbps in those geographical areas that currently do not have broadband connections.
• Connectivity bonds to finance the connection of vulnerable groupss at risk of exclusion due to difficult access to connectivity for economic reasons. The need for this type of measures has become more evident in a context of blended education due to the impact of COVID-19, in which some families have not been able to telework or access a basic service such as the education of their children.
• Ultra-connectivity of 1 Gb in the technological islands: industrial zoness, data centers, logistics centers, research centers and other specific locations where the use of data is extremely intensive and whose competitiveness requires to a large extent an agile and robust connection.
• Connectivity bonds for SMEs, associated with the digitization programs of the same.
• Clear commitment to cross-border digital infrastructures, the attraction and development of data infrastructures and Cloud technologies.
• New General Telecommunications Law, transposition of Directive 2018/1972 of the European Code of Electronic Communications which encourages its regulatory development.
• Renovation of public information systems.
• Support for energy efficiency.

The public investment planned by the State for the Plan for Digital Connectivity and Infrastructures It amounts to a total of 2,320 million euros in the period 2021-2025. This set of measures, which together with the promotion of 5G technology will mobilize more than 4,000 million euros in the next five years, constitutes the road map towards a more cohesive Spain.

El Plan for Digital Connectivity and Infrastructures It aims to lay the foundations so that in the next decade, telecommunications infrastructures in Spain have the adequate availability, capacity and resilience to favor social and economic development in any geographical area and in the conditions necessary for their universal and inclusive access.
