Within the framework of the Recovery, Transformation and Resilience Plan, and within the National Strategy of Artificial Intelligence, a series of actions have been developed to promote scientific research, technological development and innovation in AI through the execution of research and development projects in AI linked to the improvement of transverssality in research, the increase of public-private collaboration and the retention of research talent.
Since the publication of the ENIA, there has been a notable leap in computational capacity and there is a glimpse of the vertiginous technological evolution in areas such as supercomputing and generative AI, and the advisability of accelerating the adoption of these technologies to the General Administration of the State as a tractor effect of adoption by the Spanish business fabric.
To this end, the Council of Ministers approved the Artificial Intelligence Strategy 2024 on May 14, which in its Lever 4 includes the action of Excellent AI, whose objective is the development of talent in the area of AI and, more specifically, of research focused on bringing the results of it to the economic market, thus contributing to the development of the Spanish business fabric of AI. This project application forms part of this action.

Entities
Given the high qualification and specialization of the activities to be carried out, it is considered advisable that the participating entities are public sector entities of proven research excellence. A report on the accreditation of research excellence should be included in the documentation attached to the proposal, the justification being that the implementing unit of the project has benefited from the calls for Support and Accreditation of Severo Ochoa Centres of Excellence and María de Maeztu Units of Excellence promoted by the Ministry of Science, Innovation and Universities or are in a position to do so within the framework of the current call for such programs.
In order for the possible financing of the projects to be articulated through transfer resolutions, the entities must be part of the State Public Sector and integrate their accounting into the State General Budgets.
The participating entities will be considered a managing body according to the definition of Order HFP/1030/2021, of September 29, which establishes the management system of the Recovery, Transformation and Resilience Plan.
Projects
Potential participants are invited to submit project proposals that meet the following criteria.
- The projects must have an estimated budget of between two hundred thousand euros (€200,000) and two million euros (€2,000,000).
- The deadline for project implementation is one month prior to the deadline for compliance with milestone 253 of Component 16 of the PRTR, defined on March 31, 2026.
- They will contribute to the fulfillment of milestones 251 and 253 of the Council Implementing Decision regarding the approval of the evaluation of the Spanish Recovery and Resilience Plan, forming part of Reform 1 of Component 16 of the Plan, within the measure of support for the creation of the Spanish Talent Node in AI.
- In compliance with the provisions of Regulation (EU) 2021/241 of the European Parliament and of the Council, establishing the Recovery and Resilience Mechanism, the possible financing of projects will not replace regular budgetary expenditure, and will respect the principle of additionality of European Union financing. Likewise, only those measures that respect the principle of “not causing significant harm” to the environment will be supported.
