The Secretariat of State for the Information Society and the Digital Agenda (SESIAD) submits for consultation to all interested parties (operators, public administrations, National Commission of Markets and Competition and other agents), on the one hand, the corrections made to the preliminary list of singular population entities (ESPs) with the consideration of “non-white areas NGA” and, on the other hand, the preliminary list of possible white areas in ESPs that as a whole lack such consideration, together with the associated sheets presented in response to the first phase of this consultation.
Furthermore, the reality of the broadband market in Spain allows us to observe that the main operators do not use VDSL technology for the marketing of services that reliably offer speeds of 30 Mbps or higher, and therefore cannot be considered as NGA in general for the purposes of State aid. The proposal to grant the consideration of NGA white zones to those ESPs that were initially excluded only because they had VDSL deployments is submitted for consultation in order to identify possible areas in which this is not fulfilled.
The final objective of the consultation is to complete the process of identifying areas eligible for public aid throughout 2018 for the implementation of projects to extend the coverage of NGA networks to white areas.
