The State Secretariat for Telecommunications and Digital Infrastructures (SETELECO) submits to all interested parties (operators, public administrations, National Commission of Markets and Competition and other agents) the preliminary list of areas in which it has been identified that there is currently no coverage of 4G mobile communications networks providing at least 50 Mbps downstream (eligible areas). The preliminary identification of areas eligible for this aid has been carried out on the basis of the information provided by the operators of electronic communications networks at national level, eliminating all those eligible areas that may be covered as a result of the resolution of the first call for the UNICO 5G Active Networks program. In their response to this public consultation, operators with national deployment of such networks should provide information on planned deployment plans over the next three years.
The objective of the consultation is to consolidate this preliminary identification in order to obtain the definitive map of eligible areas, in which it is considered that, according to the State aid regulations, it is possible to grant public aid to operators of electronic communications services for the provision of active equipment, and in its case necessary auxiliary infrastructure, for the provision of 5G StandAlone (SA) services with the added value characteristics of "edge computing" and "network slicing", and with a minimum speed of 100 Mbps for the downlink and 5 Mbps for the uplink, in geographical areas throughout the national territory belonging to municipalities of less than 10,000 inhabitants identified as eligible areas.
To facilitate the location and analysis of the zones, geographic layer files are provided in kml and shape format that allow their treatment in any georeferenced information system (GIS). Also, a cartographic viewer is available in this link.
