The State Secretariat for Telecommunications and Digital Infrastructures (SETELECO) submits for consultation to all interested parties (operators, public administrations, National Commission of Markets and Competition and other agents) the preliminary list of areas in which it has been identified that there is currently no coverage of 4G mobile communications networks that provides at least 50 Mbps in a downward direction (eligible areas). The eligible areas have been identified on the basis of the information provided by the operators that have national deployment of this type of network. To facilitate the location and analysis of these areas, geographic layer files are provided in kmz and shape format so that they can be viewed from any georeferenced information system (GIS) and a link is made available to a web application with a cartographic viewer with several types of maps on which the layer of preliminarily eligible areas can also be viewed.
The objective of the consultation is to consolidate this preliminary identification in order to obtain the definitive map of eligible areas, in which it is considered that, according to the State aid regulations, it is possible to grant public aid to operators of electronic communications services for the provision of active equipment, and in its case necessary auxiliary infrastructure, for the provision of 5G StandAlone (SA) services with the added value characteristics of "edge computing” and “Network Slicing”, and with a minimum speed of 100 Mbps for the downlink and 5 Mbps for the uplink, in geographical areas throughout the national territory identified as eligible areas.
In addition, the “DRAFT ORDER ETD/XXX/2023 ESTABLISHING THE REGULATORY BASES FOR THE GRANTING OF AID FOR THE PROVISION OF THE SET OF ACTIVE EQUIPMENT AND AUXILIARY INFRASTRUCTURE NECESSARY FOR THE PROVISION OF MOBILE COMMUNICATION SERVICES WITH 5G TECHNOLOGY IN AREAS WHERE THERE IS NO 4G MOBILE COVERAGE WITH MINIMUM SERVICE OF 50” is submitted for public consultation. The consultation also aims to identify the existing and future short-medium term demand for 5G connectivity by entities, companies and industries located in rural areas or with a low population density, in particular in the geographical area of municipalities with less than 10,000 inhabitants, where the eligible areas that are the subject of this measure are located.
