The regulation in force is constituted by Order ETU/1033/2017, of October 25, approving the national frequency allocation table, with the modifications introduced by Order ETU/416/2018, of April 20, and by Order ETD/666/2020, of July 13.

Background to the rule
Need and opportunity for its approval
The last World Radiocommunication Conference of the International Telecommunication Union (WRC 2019) was held in Sharm el-Sheikh (Egypt), from October 28 to November 22, 2019, having definitively approved the minutes that reflect the agreements adopted therein, including the modifications approved in the frequency allocation tables, and in the notes of the Radiocommunication Regulations.
These amendments must be incorporated into the CNAF, and it is also necessary to incorporate recently published European Commission Implementing Decisions relating to the radio spectrum, as well as new Decisions of the European Postal and Telecommunications Conference (CEPT) adopted by Spain.
It is also necessary to update some notes for national use (UN Notes), in the technical terms and conditions resulting from their harmonization at European Union level, and to update the conditions of use of certain radio systems and devices and to incorporate new radio uses and applications.
Objectives of the standard
The National Frequency Allocation Board (CNAF) is the document that regulates the use of the radio spectrum by the different radio services in the different frequency bands. It is a document that must be kept up to date, especially when there are significant changes arising from the Agreements of a World Radiocommunication Conference, or it is necessary to incorporate into national legislation Decisions for the harmonised use of frequency bands, approved in the European Union. The CNAF also includes needs derived from the Spanish industry and the telecommunications sector in general, establishing the conditions of use at the national level.
Possible alternative, regulatory and non-regulatory solutions
The General Directorate of Telecommunications and Audiovisual Communication Services is analysing the possibility of elaborating a normative initiative on this matter, consisting in the elaboration of a new Ministerial Order that approves a new version of the National Frequency Allocation Table, given that the modifications and novelties to be introduced, in particular those derived from the last World Radiocommunication Conference of the ITU (WRC-2019), recent Decisions approved by the European Commission, and others of a national nature, are very numerous, so it is considered appropriate to publish a new full edition of the CNAF’s Administrative Rule, as well as possible.
