The National Institute of Public Administration has presented to open consultation the draft “Competence Framework for Contracting the Spanish Public Sector”. It is a proposal for a reference framework, common to the entire Spanish public sector, which helps organisations to respond to their challenges in this area, which are key to public management, as well as to their people.
The starting point was the competences described in the Common European Framework of Competences for Public Procurement Professionals (hereinafter ProCompEU), although the National Institute of Public Administration in this proposal wanted to adapt to the reality of the Spanish public sector and its public servants.
To do this, we selected those competencies that we believe are best adapted to the reality of public procurement processes in Spain, transcending the legal perspective. It will also serve as a basis for the development of an INAP training pathway, as well as for the accreditation and certification of competency training. This is a key piece of the strategic competency axis number 3 of the INAP Learning Strategy 2023-2024, “Public Administration and Management”.
Consequently, having enriched it with the contributions of Oirescon, IGAE, the Court of Auditors, the General Counsel of the State or the Advisory Board, this document is open to consultation with the final objective of achieving a framework that is truly representative of the sources studied and that is adapted to the specificities of the procurement of the Spanish public sector. We would therefore like your opinion and your suggestions for improvement, which will help us to draw up the final version of the Framework. Comments and suggestions can be sent until 1 December to the address formacion@inap.es indicating in the Framework case contracting competences.
