The State Secretary of Public Service, Lidia Sánchez, inaugurated this morning the 15th Meeting organized by the National Institute of Public Administration (INAP), within the summer courses program of the Menéndez Pelayo International University (UIMP) under the title ‘Public Innovation in a Context of Reforms’, held at the University’s headquarters.
At its inaugural conference, entitled ‘The Administration of the State in the face of the challenge of change’, the Secretary of State has pointed out that what currently prevails is a transformation of the Administration to build a new one, adapting it to the new needs. As characteristics of the new administration, it has highlighted the strengthening of the value of the public, as a guarantee of social equality; the institutional strengthening to implement services of high public value, in which digitisation will have a very important weight; and a professionalized public function, reflecting the society to which it serves.
It also pointed to the major milestones that have been carried out so far in the field of public service, such as stability in public employment, with the public employment offer of 2022, where, in addition to the large number of places, important new selection has been incorporated.
The Secretary of State for Civil Service also emphasized evaluation, as a system that measures the impact of public policies on society, and presented the broad lines of the Public Policy Assessment Bill, also advancing that the future Civil Service Bill will lay the foundations for a comprehensive reform of public employment to be productive and effective.
This meeting is part of the process by which the INAP has been betting on reflection and experimentation around different aspects linked to public innovation, raising this forum as one of the activities organized to promote the debate on the subject. The meeting aims to place on the national and international public institutional scene the need to address a transformation of the public administration with an innovative and realistic approach, in an open and cooperative, transnational, intergovernmental and inter-administrative environment.
Under the co-direction of INAP director Consuelo Sánchez Naranjo, the meeting will take place on July 13, 14 and 15.
