The European Commission registers a citizens' initiative to launch a programme of exchange and training between officials of the Member States of the European Union

La Comisión Europea ha decidido registrar una iniciativa ciudadana europea (ICE) denominada «Civil Servant Exchange Program (CSEP)»

The organisers of the Civil Servant Exchange Program (CSEP) initiative call on the Commission to launch an exchange and training programme between officials of the Member States of the European Union. The aim of the programme would be to provide officials with professional experience in a similar service in another Member State for a period of two to twelve months.

The Commission considers that the ECI is legally admissible and has therefore decided to register it.

After registration of the ICE carried out, the organisers may initiate the process of collecting support signatures. If within one year the ECI receives one million statements of support from at least seven Member States, the Commission will decide whether or not to comply with the request, which should be substantiated.

The Lisbon Treaty introduced the European Citizens' Initiative as a tool in the hands of the citizens to define the political agenda. This instrument was officially launched in April 2012 and allows one million citizens from at least one quarter of the EU Member States to ask the European Commission to come forward with legislative proposals in areas where it has the power to act.
