Call for unitary competition for local administration staff with national qualifications

On 9 November, the Official State Gazette published the Resolution of 30 October 2020 of the General Directorate of the Civil Service, calling for a unitary competition for the provision of jobs reserved for local civil servants with national qualifications.

This unitary competition is convened annually by the General Directorate of the Civil Service, on a subsidiary basis and includes all vacant posts that, prior to 10 February 2020, would not have been convened by the Local Authorities in the ordinary competition or had been convened, would have been deserted or not awarded for any other reason. It also includes posts voluntarily requested by Local Corporations.

In the 2020 unitary competition, 3,168 jobs have been created. The Autonomous Communities with the most seats are Catalonia (730), followed by Andalusia (479) and Castilla y León (441) and Castilla La Mancha (347). The Autonomous Communities Principado de Asturias (30), Cantabria (31) and La Rioja (55) have the lowest posts. In the Autonomous Community of the Canary Islands, 138 have been convened.

In addition to Local Administration staff with national qualifications who voluntarily wish to participate, forced contestants are those who, at the time of the call, are not in final appointment (i.e. 168 forced contestants).

In the unitary competition, both general merits and merits are valued for the specialties of the Autonomous Community.

The general merits are those included in the Resolution of 30 October 2020 of the Directorate General of the Civil Service, also published in the BOE of 9 November, which gives publicity to the individualized relationship of general merits of Local Administration officials with national qualifications.
