The Institute for Public Policy Evaluation publishes the Mid-term Evaluation of the Comprehensive Strategy for Homeless People

The Institute for Public Policy Assessment (IEPP) has published the mid-term evaluation of the Comprehensive National Strategy for Homeless Persons 2015-2020.

The Comprehensive National Strategy for Homeless Persons 2015-2020 is the government's main instrument to respond to the situation of extreme vulnerability of homeless people and to create a comprehensive framework for action towards this group. The Secretary of State for Social Services requested the collaboration of the Institute for the Evaluation of Public Policies (IEPP) to carry out this evaluation, with the aim of providing evidence on the design, deployment and implementation of the Strategy that serve as a basis for the design of a new one at the end of the current period of validity.

The analysis shows that there is a lack of data to adequately measure the problem and scope of public interventions targeting homeless people. There is no consensus definition of what sinhogarism is and what the scope of a national strategy should be, bearing in mind that sinhogarism is a problem in constant evolution. As a result of these factors, the study concludes that target-measures alignment may be confusing.

The IEPP raises the need to design a new strategy or plan and recommends a greater knowledge of the problem of homelessness for the planning of public interventions, with consistent and harmonised methodologies throughout the territory. Another recommendation is to formulate a specific line for homeless women, as a particularly vulnerable group.

It also recommends clearly defining the scope of the Comprehensive Strategy for the Homeless and its complementarity with the National Strategy for the Prevention and Fight against Poverty and Social Exclusion 2019-2023.
